AI Giants Plan Joint Frontier AI Safety Standards Body
Google, OpenAI and Anthropic are discussing a joint organisation to set safety standards for the most powerful AI systems, according to reporting by The Information published on September 24, 2026. The body is tentatively called the Standards Authority for Frontier AI, or SAFA.

The ideas under discussion go beyond discussion forums: common pre-deployment testing requirements, a shared framework for reporting incidents when systems malfunction or cause harm, and standards for who qualifies as an AI auditor. An OpenAI spokesperson confirmed active talks with Google and Anthropic about coordinated safety frameworks. Whether the body would also run testing itself – a role the U.S. Center for AI Standards and Innovation handles today – remains undecided.
Modelled on Wall Street’s FINRA
The reported model is FINRA, the financial industry’s self-regulatory organisation – an idea traced to a proposal published on July 14, 2026 by Sir Demis Hassabis of Google DeepMind. FINRA is privately funded but can fine firms and bar individuals, and its authority rests on a statutory framework overseen by the SEC. An AI body without a government backstop would depend on voluntary participation and reputation, which is why sceptics ask whether labs would accept binding judgements from a body their competitors helped create.
Why Now, and Who Would Lead It
Federal AI safety efforts in the United States have largely stalled, while the labs ship models ever faster – Anthropic released two frontier models within a single week, and on September 23 OpenAI’s Sam Altman and Anthropic’s Dario Amodei addressed the UN Security Council on the need for stronger oversight. Names reported for leadership roles include former White House AI adviser Sriram Krishnan, former science and technology policy director Arati Prabhakar, Condoleezza Rice and venture capitalist David Friedberg. A launch in late 2026 or early 2027 is reported as possible, and SAFA would succeed the Frontier Model Forum created in 2023. Whether it becomes a credible standard-setter or mainly a shield against heavier regulation will depend on enforcement, independent funding, transparency and whether voices beyond the three largest labs are heard – Nvidia’s Jensen Huang and Meta’s Mark Zuckerberg have publicly opposed the approach.

Der Haken: FINRA hat ein Gesetz im Ruecken, SAFA haette nur freiwillige Teilnahme und den Druck der Oeffentlichkeit. Als Fuehrungsnamen werden Sriram Krishnan, Arati Prabhakar, Condoleezza Rice und David Friedberg gehandelt, ein Start Ende 2026 oder Anfang 2027 gilt als moeglich. Jensen Huang von Nvidia und Mark Zuckerberg von Meta lehnen den Ansatz oeffentlich ab. Ob SAFA ein echter Wachhund wird oder nur ein Schutzschild gegen Gesetze – das entscheidet sich an Durchsetzung, unabhaengiger Finanzierung und Transparenz!
